R E G U L A T I ON

For the 8th Tour of the Ukrainian Billiard Association “UBA Cup” 2017/2018

Preamble

This Regulation shall detail the procedure of holding the 8th tour of the Ukrainian Billiard Association “UBA Cup” 2017/2018 (hereinafter the 8th tour of the UBA Cup 2017/2018), constitute an integral part of the Provision on the Ukrainian Billiard Association “UBA Cup”

2017/2018 (hereinafter the Provision) and apply with said Provision as a single document.

The 8th tour of the UBA Cup 2017/2018 shall be a ranking one. It shall be held in a Moscow Pyramid as the last of the eight qualification competitions to fix the 32 best ranking players to be participating in the final tour in May 2018.

The 8th tour of the UBA Cup 2017/2018 shall be an open competition in men’s, women’s and juniors’ singles to be held under the auspices of the “Ukrainian Billiard Association” Non- Governmental Union.

1. Times and Venue of Holding

The 8th tour of the UBA Cup 2017/2018 shall be held from 21 to 25 April 2018 in Kyiv

“LIDER” BC – Semena Skliarenka St, H. 5, 3rd Floor;

“PLATON” BC – Kudriashova St, H. 20А, 2nd Floor.

2. Athletes’ Preliminary Application for Participation and Registration

A preliminary application for an athlete’s participation in the 8th tour of the UBA Cup

2017/2018 may be submitted by athletes without limitation concerning sports classes, affiliation with sport-oriented organizations, sex, age, citizenship (including stateless persons) who are not banned from entering into the territory of Ukraine by competent state authorities.

A preliminary application shall be submitted only in the official form being an annex to the Provision, to be concurrently sent to the emails of the Organizing Committee (platonsvbk@gmail.com) and the Panel of the Referees (ukrkorall@gmail.com) by 16 February

2018.

Athletes’ registration shall be held by the Panel of the Referees on 20 April 2018 from

12:00 am to 8:00 pm (at: the “LIDER” BC, S. Skliarenka St, H. 5, 3rd Floor).

The following documents shall be furnished to register and admit an athlete to participate in the tour competitions:

An original application in the official form certified by a signature of an athlete (his lawful representative for minors) and/or by a signature of a head and a seal of an institution (organization) which sent an athlete;

A passport (a certificate of birth for minors) and photocopies of these documents*, (an athlete who has no valid passport shall not be admitted to participate in the tour);

A physician’s certificate;

An insurance policy and a photocopy thereof*;

A qualification book (if a sports class is available) and a photocopy thereof*; A photocopy of a document confirming the transfer of the entry fee.

* Upon registration, the originals of said documents shall be returned to their holder.

Attention!

An athlete shall not be allowed to participate in the competitions of the 8th tour of the UBA Cup 2017/2018, regardless of previous results, unless he/she personally draws up an application in the official form. An application (one) shall be drawn up to participate in the 8th and all subsequent tours of the UBA Cup 2017/2018.

3. Entry Fee

An entry fee shall be transferred to card No 5218572212409333 with the PrivatBank, concurrently with the submission of the application.

An entry fee per athlete shall make UAH 600 (six hundred) except that for the persons of the pension age (men – 60 years and over, women – 55 years and over), as well as for minors (who have not reached the age of 16 years at the start of the tour) for who an entry fee shall make UAH

300 (three hundred) per person.

4. Players’ Seeding

Seeding of players registered and admitted to participate in the 8th tour of the UBA Cup

2017/2018 will be conducted by the Panel of the Referees on 20 April 2018 from 8:00 pm to 9:00 pm, based on the ranking results after 7 tours of the UBA Cup 2017/2018.

A game schedule will be published on 20 April 2018 after 9:00 pm on the BilliardNEWS

and Ukrainian Billiard Association websites.

5. Order of Holding and Schedule of Competitions

The 8th tour of the UBA Cup 2017/2018 will last for five days starting from Saturday, 21

April, and ending on Wednesday, 25 April 2018.

21-22 April (Saturday-Sunday), a “qualification” will be held in groups of 4-5 persons where each player shall play all other players in the group as scheduled (round format). The first three players (the first two – from the groups where the athletes in fours compete) move on to the next format – a knockout game or playoff.

Attention!

The players who take the first 16 places in the ranking of the UBA Cup 2017/2018 on the results of seven tours shall start the 8th tour at a “playoff “ stage.

With that, these players shall file an application for the participation no later than 18 April

2018 by 8:00 pm in order for the organizers – in the event of refusal to participate in the tour – to have time to substitute them with the players ranked starting from the 17th place (those who registered after the time specified shall play in the tour on a common basis, starting with a qualification).

A knockout game shall start on Monday, 23 April. Two rounds per pay shall be played (an exception: if the number of the players is large and more than 64 athletes get into the playoffs, three rounds may be played on Monday – from the 1/64 to the 1/16 finals). On Tuesday, 24 April, the matches of the 1/8 and 1/4 finals shall take place. On Wednesday, 25 April – the semifinals and final.

So:

21 April, Saturday, “LIDER” BC

11:00 am – Opening of the 8th tour

11:30 am – Start of the games

22 April, Sunday, “LIDER” BC

11:00 am – Start of the games

23 April, Monday, “LIDER” BC

11:00 am – 1/64 finals (if 110 and more players participate in the competitions),

3:00 pm – 1/32 finals,

7:00 pm – 1/16 finals

24 April, Tuesday, “LIDER” BC

11:00 am – 1/8 finals,

3:00 pm – 1/4 finals

25 April, Wednesday, “Platon” BC

10:00 am – 1/2 finals,

2:00 pm – final, closing of the 8th tour (awarding the winners). Length of one match:

Group competitions      – to 4 wins; Playoffs   – to 5 wins;

Final                           – to 7 wins (in two sessions with a one-hour break).

6. Rules

The 8th tour of the UBA Cup 2017/2018 will be held in the Moscow Pyramid under the Official International Rules for the Combined Pyramid that came into effect on 01.01.2018, as amended as follows:

1) as a cue ball is pocketed, a ball shall be removed from the table by a player’s opponent;

2) in the event of a penalty, an infringer shall take a ball from his/her shelf and put it at a front mark (if, at the time of a penalty, an infringer has no pocketed balls, then the first ball pocketed by him/her in this game shall be put);

3) the game is played on a call basis. Before each shot, a player must call the number of the ball and the pocket in which it will be pocketed. However, it is not permitted to call two and more balls, or one ball in two pockets at the same time. If the calling is made, all the balls that were pocketed with a called that was called, shall also be scored. All uncalled balls shall be put at the pyramid’s point.

7. Arbitration

Arbitration functions during the competitions of the 8th tour of the UBA Cup 2017/2018 shall be performed by the Panel of the Referees headed by the Chief Referee – Ruslan Korynenko.

8. Prize Fund

The prize fund of the 8th tour of the UBA Cup 2017/2018 shall make UAH 100,000 (one hundred thousand) and be split as follows:

Place 1            – UAH 25,000 (twenty five thousand); Place 2          – UAH 15,000 (fifteen thousand); Places 3-4   – UAH 10,000 (ten thousand) each; Places 5-8    – UAH   5,000 (five thousand) each;

Places 9-16     – UAH   2,500 (two thousand five hundred) each.

9. Players’ Dress

Players’ dress prescribed by the valid Rules of Sports Competitions in Billiard Sports shall be compulsory during the opening of the tour, holding the games, awarding ceremony and closing of the tour, events organized by the Organizing Committee for athletes and representatives of the MM (audiovisual shooting, photo sessions, press conferences, interviews etc.).

Any outdoor advertising shall be banned from using in any form on a sports uniform except for an advertising of a name of a country and sports club (organization, union) represented by an athlete or which sponsored an athlete as well as an advertising produced and provided by the Organizing Committee, and which shall be compulsory for using by each player during the events prescribed above.

Players’ behavior during the competitions shall be regulated by article 19 of the Provision on the Ukrainian Billiard Association “UBA Cup” 2017/2018. The use of alcohol, doping, any other stimulants in the competitions and the use of electronic communication devices during the match (except for the game breaks) shall be strictly prohibited by the Provision and this Regulation.

10. Competitions Venues Preparation and Security

Co-organizing institutions shall be responsible for the preparation of competitions venues and security during their holding in the order prescribed by Resolution of the Cabinet of Ministers of Ukraine of 18 December 1998 No 2025 “On Procedure of Preparation of Sports Facilities and Other Specially Allotted Places for Holding Mass Sports and Cultural-and-Entertainment Events”.

This Regulation shall be an official call-up to the competitions of the 8th tour.
