General management of the organization and holding of the championship of the Kharkov region on a dynamic pyramid is carried out by the Organizing Committee, which includes the president of the federation of sports billiards of Ukraine in the Kharkov region Konstantin Serdyuk and the panel of judges.

3. PARTICIPANTS OF THE TOURNAMENT. Everyone is allowed to participate in the tournament. 4. FORM OF CLOTHES. Attention! The dress code is formal. A plain shirt, trousers, a waistcoat is desirable. Players are not allowed in the established form to the tournament will not be allowed. 5. CONDITIONS AND PROCEDURE OF CARRYING OUT. 5.1. The 2nd stage of the championship of the Kharkov region - 2018 is held on a dynamic pyramid. (Official international rules for the combined pyramid, which were enacted from 01/01/2018). 5.2. The tournament is held in three stages. First step. 30th of March. 1st qualification. Registration is from 10:00 to 11:00. The games start at 11:00. Second phase. March 31. 2nd qualification.

Players who are not late for registration will be able to participate in the tournament only if there are free seats in the groups. Attention! At the regional championships in 2018, the group system will be applied both at the qualification stage and at the final stage. Groups will be formed depending on the number of participants, but in such a way that each player holds at least three matches for the tournament. Each of the two qualifications will consist of circular tournaments in groups and one or two rounds of playoffs. According to the results of each of the two qualifications, eight winners will be determined. The third stage. 1-3 April. The final part.

1 April. 11:00. 24 participants of the finals (top-8 and 16 qualifiers winners) play circular tournaments in six groups (4 players per group). The four best winners of the groups go directly to the quarter finals. The remaining two and all, who took second place, in the 1/8 finals. Criteria for the allocation of seats in groups. 1. Players who qualify for the top-8 rating are required to confirm their participation in the tournament no later than 20:00 on March 29 in any convenient way. In case of refusal, or not confirmation of the participation of any of the players of the top-8, his place in the group tournament will be next in rating. If a player from the top-8 does not confirm his participation in the tournament on time, and then decides to participate, he will be able to play on general grounds, in any of the two qualifications. All participants of the regional championship, both in qualifications and in the final tournament, will be scattered in accordance with the current rating of the championship of the Kharkov region. 5.3. All meetings of both qualifications take place up to 4 wins. The final part: the group stage - up to 5 wins. 1/8 finals - up to 5 wins. 1/4 finals - up to 6 wins, 1/2 finals - up to 7 wins. Final - up to 9 wins in two sessions with a break of half an hour

5.4. The conditions and the order of the competitions can be changed by the decision of the Ground Jury in consultation with the Organizing Committee, depending on the number of participants. 6. REGISTRATION OF PARTICIPANTS. 6.1. Since the publication of the provision, preliminary registration is opening on the sites "Billiards in Kharkov" (www.billiard.kharkov.ua) and the League of Billiards (www.llb.su). 7. RECEPTION CONDITIONS AND FINANCING. All expenses of participants and coaches for competitions, travel to the venue and back, daily subsistence allowance, wages, accommodation, meals are provided by organizations that send.

The expenses for the organization of the competitions are provided at the expense of the host means, other attracted extrabudgetary revenues and in part due to the entrance fees from the competitors. 8. RESPONSIBILITY OF THE TOURNAMENT PARTICIPANTS. Participants of the tournament are obliged to fulfill all the requirements of the rules of the game and these Regulations. A participant who registered for the final stage and who did not come to the game, or who withdrew from the tournament later than at 20:00 on March 31, is required to make a start-up fee, without payment of which he will not be admitted to the next tournament. - late for the meeting, more than 10 minutes - defeat in the game, more than 20 minutes - defeat in two games, more than 30 minutes - defeat

- use of obscene expressions during the game (up to two warnings) - the defeat is counted in the current meeting; Non-appearance for rewarding players - bonuses are not paid; - an insult to the actions or words of partners, members of the judiciary board, spectators during or after the game at the venue of the competition is punished with a disqualification without returning the entry fee; non-fulfillment of decisions of the jury - the defeat in the current competition is counted. Attention! Players in a state of intoxication will be removed from the tournament without a refund of the entrance fee!

9. CHARITY CONTRIBUTION AND PRIZE FUND. The charitable contribution is 400 (four hundred hryvnia). For members of the federation - 300 (three hundred) hryvnia. The prize fund - 20 000 (twenty thousand) hryvnia. 1st place - UAH 5,000 2nd place - UAH 3 000 3-4 place - 2 000 UAH each 5-8th place - 1,200 UAH 9-12th place - 800 UAH each 10. Cup «Billiarder». In order to increase the prestige of participation in the regional championship and additional incentives for participants, a new tournament is being created - the Billiarder Cup with a prize fund of 42,000 hryvnia. Basic provisions. 1. The Billiarder Cup will be held twice a year. The first Cup will be held in May 2018 (approximate dates May 12-13).

2. To participate in the tournament players from the Kharkov region who participated in at least one regional championship of 2018 are allowed. 3. The cup will be held in three leagues. In the big leagues, players who rank in the ranking of the championship area at the start of the Cup place from 1 to 32. In the first - from 33 to 64. In the second - from 65 to 96. Players from other areas are allowed without restrictions, but with division into the leagues , according to the level of mastery by decision of the organizers. 4. The total prize fund of the Cup is 42,000 (forty-two thousand) hryvnia. At the same time, 21 000 hryvnas are played in the big league, in the first - 14 000 hryvnia and in the second - 7 000 hryvnia. Entrance fee - 600 hryvnia in the higher league, 500 - in the first and 400 - in the second.
